The Malaysia Commercial Vehicle Traders Association (MCVTA) held an engagement session with the Department of Occupational Safety and Health (JKKP) on 29 September 2026 at JKKP’s headquarters in Putrajaya to discuss challenges faced by the commercial vehicle industry and identify practical ways to improve the application and approval processes for the Certificate of Fitness (PMA) for truck-mounted cranes.

The session brought together representatives from JKKP, MCVTA and industry players,

including crane suppliers and inspection service providers.

Among the key points discussed were application requirements, application processing

delays, and the use of the MYKKP and MYSKUD systems, and the need for clearer guidance on documentation, particularly for truck-mounted cranes. MCVTA highlighted the importance of helping industry players better understand the application procedures to minimise confusion and make the process more straightforward.

MCVTA also highlighted the impact of lengthy approval processes the delivery and registration of commercial vehicles fitted with cranes. JKKP clarified its application processing timelines and explained that incomplete documents, and technical queries could contribute to delays.

JKKP also shared updates on its efforts to improve service delivery, including reducing the processing period for Pemberitahuan Tempat Kerja (PEMTK) and plans to introduce outsourced inspection services. These initiatives reflect ongoing efforts to improve operational efficiency and address industry concerns. Both parties exchanged views on practical ways to improve coordination between JKKP and industry stakeholders, including the possibility of organising hands-on workshops to guide members through the application process, and enhance cooperation among JKKP, industry stakeholders and inspection service providers. Opportunities to improve the overall application and inspection process were also discussed, with safety and regulatory compliance remaining a priority.

MCVTA appreciates JKKP for the open and constructive discussion and for taking the time to understand the challenges faced by the industry.

MCVTA looks forward to continued engagement with JKKP to work towards practical solutions and a more efficient application process that supports the needs of the commercial vehicle industry while maintaining the required safety standards and regulatory compliance.
